Interest-free loan of 300 000 BGN from an escrow account from the Municipality of Balchik will be given for temporary shortage of own budgetary resources to finance local activities. This was decided by the Municipal Council at a regular meeting yesterday. The measure was prompted by delaying the recovery of funds paid by the municipality in projects implemented by the FAR and SAPARD. The deadline for repayment of the loan is not later than June 30, 2009. The Municipal Council voted in Balchik and Regulations in addition to local taxes and fees. It concerns the determination of fees for approval of investment projects and permits for the construction of wind turbines. Prospective investors will have to pay 1.5 percent of the value of the object, but not less than 20 000 BGN for approval of their project and 0.5% of the value of the object, but not less than 10 000 leva for the construction permit.
Agricultural land area of 31 acres in village of Gurkovo will be included in program management and disposition of property, municipal property, local Parliament also decided to Balchik. The intention of the municipality is the property to be sold. Interest is shown by capital company Rusgeokom BG, which declares that it holds a license for exploration of oil and gas and is currently a survey on property in the Gurkovo.
By decision of the Municipal Council co-ownership of Albena AD has been eliminated in treatment plant effluents. In this regard, Deputy Councilors approved replacement of agricultural land in the locality Chaira in Rogachevo with a total area of 34 690 sq m worth USD 770 900 against the obtaining of 100% ownership of a wastewater treatment plant and its surrounding area a total value of BGN 1 578 118 difference in value of two properties remain for the account of Albena AD and in favor of Balchik Municipality. The acquisition of the wastewater treatment plant near Albena is the purpose of realization of infrastructure projects of local importance. Municipal councilors approved to be built and not built on municipal property against OU "Antim I" hipermarket and parking for 80 cars. The terrain will be sold in a public tender. The basic price of the land is 694 590 leva. Retail will be an area of less than 1000 square meters. Among the requirements that will be put before investors are workers involved in construction, to be so by the municipality and the staff involved after the construction of the facility.
